Course Overview

This nationally recognised skill set develops practical capability in planning, initiating, conducting and finalising investigations, including gathering information through interviews.

Although the formal training product is PSPSS00040 Government Investigations Skill Set, the course has been contextualised for workplace and organisational investigation settings, including misconduct, complaints, policy breaches and internal fact-finding matters.

Participants will learn how to assess an allegation or complaint, determine the scope of an investigation, plan investigation activity, identify evidence, conduct interviews, manage information and prepare investigation outcomes in a fair, structured and evidence-based manner.

The course is particularly suitable for HR professionals who need to manage sensitive workplace matters while maintaining procedural fairness, confidentiality and appropriate recordkeeping.

Why Investigation Skills Matter For HR Managers

Internal investigation skills help HR professionals respond to workplace complaints, misconduct concerns and sensitive employee relations matters in a fair, structured and defensible way.

These skills are especially important when managing psychosocial hazards such as bullying, harassment, sexual harassment, discrimination, aggression or intimidation, where poor complaint handling can increase harm, damage trust and expose the organisation to further risk.

A clear investigation process helps HR clarify the issues, gather relevant evidence, interview people appropriately, maintain confidentiality, apply procedural fairness and support decisions based on facts rather than assumptions.

Learning Outcomes

By the end of the course, you will be able to:

  • Identify workplace issues, complaints, possible misconduct or non-compliance matters that may require investigation;
  • Plan and initiate an investigation using a structured and defensible process;
  • Clarify investigation scope, terms of reference, issues, evidence sources and persons to be interviewed;
  • Gather, record and manage relevant investigation information and workplace evidence;
  • Prepare for and conduct effective workplace investigation interviews;
  • Apply procedural fairness, confidentiality, impartiality and ethical decision-making during an investigation;
  • Analyse investigation information and prepare clear investigation outcomes; and
  • Finalise investigation records and reports to support organisational decision-making.

Graduates will develop practical skills to support fair, consistent and evidence-informed workplace investigations within the scope of their organisational role.

The Statement of Attainment will list the units of competency successfully completed.

The learner will receive this either on completion of the course in person or in the mail within 30 days of course completion, subject to all assessment, enrolment and payment requirements being met.

The RTO must not issue certification documentation unless the student has been assessed competent in all required units within the skill set. Issuance will also be subject to successful enrolment and payment of fees prior to issue.

Language, Literacy, Numeracy and Digital (LLND)

The RTO is committed to providing inclusive and supportive training environments for all learners. As part of the enrolment process, we seek to ensure that prospective students have the language, literacy, numeracy and digital (LLND) skills required to successfully participate in their chosen course.

Where appropriate, learners may undertake an LLND assessment prior to enrolment to help determine whether the course is suitable for their current skill level and to identify any support that may assist their learning.

Digital literacy for training delivered by the RTO includes the ability to:

Academic Integrity and Use of Technology

The RTO supports the ethical use of technology within training and assessment. Learners are expected to submit their own work and demonstrate their own knowledge and skills when completing assessment tasks.

Where technology tools, including artificial intelligence (AI), are used to assist learning or research, learners must ensure that the work submitted reflects their own understanding and competency.

If an assessor reasonably believes that submitted work does not represent the learner’s own knowledge or skills, additional verification methods may be used. This may include verbal questioning, practical demonstration, simulated interview activity, or supplementary assessment activities.

Further details are outlined in the Student Handbook and Academic Integrity policies available on our website and the aXcelerate Learning Management System (LMS).

Reasonable Adjustment

The RTO is committed to providing an inclusive learning environment that supports the diverse needs of all learners.

Where required, reasonable adjustments may be applied to training delivery, learning resources, or assessment methods to support participation and ensure equitable access to training.

Any adjustments made will maintain the integrity of the skill set and the competency standards required by industry and training package requirements. Learners must still demonstrate all required skills and knowledge to be deemed competent.

Reasonable adjustments are discussed with the learner and implemented where appropriate to support participation without compromising assessment validity.

Physical Requirements for Training

Training at Core Training Group may include a range of learning and practical activities designed to reflect real workplace tasks and environments.

Learners may be required to participate in activities such as:

  • Sitting at a desk or workstation for extended periods while participating in classroom learning, discussions, or completing written activities
  • Using a computer or digital device to access learning materials, participate in online sessions, and complete assessment tasks
  • Standing, moving around the training environment, or participating in practical or simulated activities
  • Participating in role-plays, scenario-based exercises, simulated workplace interviews or simulated workplace investigation activities
  • Reviewing workplace documents, policies, evidence sources and investigation scenarios

While the level of physical activity is generally low, learners are expected to demonstrate the capacity to safely participate in the practical and classroom-based components of training.

Learners who have an injury, medical condition, or disability that may affect their participation are encouraged to discuss their individual circumstances with our team prior to enrolment. Where appropriate, reasonable adjustments or alternative arrangements may be considered, provided the integrity of the training and assessment requirements can be maintained.

At Core, our priority is to maintain a safe, inclusive and supportive learning environment where all students can develop the knowledge, practical skills and confidence required for their chosen career.

Learner Support Services

The RTO recognises that learners may face personal, financial, or social challenges that can impact their ability to participate in training.

To support student success, we provide access to learner support services and referral pathways, which may include:

  • Academic support from trainers and assessors
  • Language, literacy and numeracy support or referral
  • Guidance on study skills and learning strategies
  • Referral to external wellbeing, counselling or community support services

Our staff aim to create a safe, respectful and inclusive learning environment that supports learners from diverse backgrounds, including students from regional areas, culturally diverse communities and Aboriginal and Torres Strait Islander communities.

Where appropriate, the RTO works with community organisations and partners to support culturally appropriate training delivery and learner engagement.

Further details regarding fees, refunds, complaints, appeals, Recognition of Prior Learning (RPL), and learner support services are available in the Student Handbook and associated policies available on our website and the aXcelerate Learning Management System (LMS).

Assessment and Trainer Support

To achieve a nationally recognised Statement of Attainment, learners are required to complete a range of written, practical, scenario-based and/or knowledge-based assessments that demonstrate competency in each unit of study.

Assessment requirements, including task instructions, formats, and timeframes, are provided to learners during the course and before assessment activities are undertaken.

Training and assessment may be delivered flexibly to accommodate individual learner needs and workplace contexts. Practical assessment activities may be conducted in a simulated workplace environment using workplace investigation scenarios.

Learners are supported throughout their training by qualified and industry-experienced trainers and assessors who provide guidance, feedback, and assistance with learning and assessment activities. Trainers are available to clarify course content, explain assessment processes, and support learners who may require additional assistance during their studies.

All assessment conducted by Core Training Group is designed and implemented in accordance with the Principles of Assessment and the Rules of Evidence as required under the Standards for Registered Training Organisations (RTOs) 2025.

Assessment practices aim to ensure that outcomes are:

  • Valid, reliable, flexible, and fair, ensuring assessment accurately reflects the learner’s competency.
  • Current, sufficient, authentic, and valid, with appropriate evidence collected to demonstrate competency requirements.
  • Transparent, with learners informed in advance of assessment requirements, processes, and expectations.
  • Clear and consistent, with assessment tasks containing explicit instructions and reviewed regularly to maintain relevance and quality.
  • Inclusive and culturally appropriate, ensuring assessment methods are appropriate and free from bias.
  • Time-appropriate, allowing learners sufficient opportunity to demonstrate their knowledge and skills.

To be deemed competent, learners must:

  • Demonstrate the required skills and knowledge across all elements and performance criteria of each unit of competency within the skill set.
  • Achieve satisfactory performance across all required assessment tasks in accordance with the training package requirements.

Assessment Authenticity

To maintain the integrity of nationally recognised training, learners must ensure that all assessment evidence submitted represents their own work and demonstrates their own knowledge and skills.

Where required, the RTO may implement additional evidence verification methods, which may include:

  • Verbal questioning,
  • Practical demonstration,
  • Review of workplace evidence,
  • Additional assessment activities, or
  • Simulated investigation interview or competency conversation.

These processes help confirm that assessment evidence is authentic, valid, and meets the competency requirements of the training product.

The RTO also uses digital engagement monitoring through the learning management system (LMS) to support assessment authenticity and learner participation and completion tracking.

Further information regarding academic integrity, assessment requirements, and learner responsibilities is outlined in the Student Handbook, relevant policies and the aXcelerate LMS.

Recognition of Prior Learning – RPL

The RTO is committed to recognising the existing skills and knowledge of learners. Recognition of Prior Learning (RPL) is available to all prospective and enrolled students and allows individuals to have their prior learning assessed against nationally recognised units of competency.

RPL may be suitable for HR Managers, HR Advisors, employee relations practitioners, compliance personnel or managers who have already planned, conducted, supported or finalised workplace investigations.

Learners who believe they already have the required skills and knowledge may apply for RPL prior to enrolment or during the course, subject to the requirements of the training product.

Evidence used during RPL assessment may include, but is not limited to:

  • Self-assessment tools or competency discussions
  • Written knowledge questions or assessment activities
  • Observation or demonstration of practical investigation or interview skills
  • Third-party reports or supervisor testimonials
  • Workplace documents and work samples, such as investigation plans, interview records, evidence registers or investigation reports
  • Certified copies of previous qualifications or statements of attainment
  • Résumés or job descriptions outlining relevant HR, employee relations, compliance or investigation experience

An assessor will review the evidence provided and determine whether it meets the training package requirements for competency.

Where gaps in evidence are identified, learners may be required to complete additional training or assessment activities to demonstrate competency. Any associated fees or training requirements will be discussed with the learner before proceeding.

Further information about the RPL process is available in the Student Handbook and RPL policies available on our website and the aXcelerate LMS once you have enrolled.

Credit Transfer

Credit Transfer recognises units of competency that have been previously completed through a nationally recognised training organisation.

Learners who have completed relevant units with another RTO may apply for credit transfer by providing a verified statement of attainment or qualification certificate.

Where the unit codes and outcomes match the current training product requirements, the credit will be applied to the learner’s course without the need for further assessment.
