Additional contact may be delivered face-to-face or through Microsoft Teams or Zoom where appropriate. Enterprise and group delivery can also be arranged on-site or at an agreed location.

Contact sessions and study commitment:

Western Australia lists 60 nominal hours for BSBWHS515. Nominal hours are a state planning benchmark rather than a fixed promise of course duration. Core Training Group confirms the learner’s training and assessment schedule after the pre-training review, taking into account prior experience, delivery mode, support needs and the evidence required by the unit. All required competency evidence must still be completed unless recognised through RPL or Credit Transfer.

Learning activities and enterprise delivery:

Learning may include facilitated workshops, incident scenarios, workplace documents, evidence registers, investigation plans, interview activities, timeline reconstruction, 5 Whys and contributing-factor analysis, barrier and control review, corrective-action planning, investigation reports and management briefings. Enterprise delivery is available for groups and may be contextualised to mining, transport, utilities, government, security and other operational environments while maintaining the unit requirements.

Compliance and delivery requirements:

Training and assessment are delivered in accordance with the Registration Standards 2025 and the requirements of BSBWHS515. Where a third party or specialist expert is involved in training or assessment, their role will be clearly identified in course and pre-enrolment information.

Unit Structure and Investigation Focus

BSBWHS515 is organised around five linked stages that take the learner from the initial incident response through to a completed investigation report and communication of findings.

Core investigation stages

Lead the initial response to incident

Develop and resource an incident investigation plan

Collect incident information and data

Lead an incident investigation that is not part of providing legal advice or preparing for legal proceedings

Record and report WHS incident investigation

Practical investigation skills developed

Initial response, scene control, notification and preservation of relevant evidence

Duty-holder identification, stakeholder consultation, investigation scope, resourcing and expert input

Evidence collection, site and equipment inspection, interviews, records review and timeline development

Structured causation analysis to identify key events, contributing conditions, immediate causes and underlying causes

Recommendations, corrective actions, investigation reporting, recordkeeping and communication of findings

Workplace relevance

The course uses workplace-style investigation activities rather than treating incident investigation as a paperwork-only exercise.

Learners are expected to distinguish verified facts from assumptions, identify evidence limitations, consider contrary information and show how evidence supports investigation findings.

Investigation activities may be contextualised to the learner’s industry or to realistic simulated incidents, provided the assessment conditions and requirements of BSBWHS515 are maintained.

The unit focuses on WHS investigation and prevention. It is not intended for investigations undertaken to provide legal advice or prepare for legal proceedings.

Award Issuance

On successful completion of all BSBWHS515 assessment requirements, Core Training Group will issue the learner with a nationally recognised Statement of Attainment for:

  • BSBWHS515 Lead initial response to and investigate WHS incidents

AQF certification documentation will be issued within 30 calendar days from completion of assessment, provided the learner has successfully completed the unit, paid all agreed fees and has a verified USI unless an exemption applies.

Learners who do not complete all unit requirements will not be issued a Statement of Attainment for BSBWHS515. Reassessment, RPL or further training options may be discussed where gaps remain.

Language, Literacy, Numeracy and Digital (LLND)

Before enrolment, Core Training Group reviews each prospective learner’s existing skills and experience, including language, literacy, numeracy and digital (LLND) capability, so it can advise whether BSBWHS515 and the proposed delivery mode are suitable.

The pre-training review may consider previous education and training, WHS or incident investigation experience, prior learning, digital capability and support needs. An LLND assessment or further discussion may be used where additional information is required.

For this blended course, learners need access to the following technology and the ability to use it:

  • A laptop or desktop computer capable of accessing aXcelerate and creating, saving and uploading common document formats
  • Reliable internet access and a current email address
  • Ability to access and navigate the aXcelerate Learning Management System (LMS) using a current web browser
  • A webcam, microphone and audio capability for live online contact or assessment validation where required
  • Ability to upload assessment evidence and participate in live online sessions using Microsoft Teams, Zoom or another platform advised by the RTO

If a learner requires additional support, RTO staff will discuss the level of support available, reasonable adjustment options or referral pathways before or during training. Where support needs cannot be met internally, available referral options will be explained. Any adjustment must preserve the integrity of the competency requirements.

Learners come from diverse backgrounds with varying levels of education and workplace experience. Core Training Group aims to provide flexible and culturally responsive learning environments and encourages prospective students to discuss any learning needs during the enquiry or enrolment process.

Academic Integrity and Use of Technology

The RTO supports the ethical use of technology within training and assessment. Learners are expected to submit their own work and demonstrate their own knowledge and incident investigation skills when completing assessment tasks.

Where technology tools, including artificial intelligence (AI), are permitted for learning or research, learners must follow assessment instructions and ensure submitted work demonstrates their own knowledge, skills and competency.

If an assessor reasonably believes that submitted work does not represent the learner’s own knowledge or skills, additional verification methods may be used. This may include verbal questioning, practical demonstration, discussion of investigation decisions, or supplementary assessment activities.

Further details are outlined in the Student Handbook and Academic Integrity policies available on our website and the aXcelerate Learning Management System (LMS).

Reasonable Adjustment

Core Training Group supports equitable access and participation for learners with disability and other identified support needs.

Reasonable adjustments may be made to training delivery, learning resources or assessment methods where appropriate. Learners can request an adjustment before or during training and assessment.

Any adjustments made will maintain the integrity of BSBWHS515 and the competency standards required by the training package. Learners must still demonstrate all required skills and knowledge to be deemed competent.

Reasonable adjustments are discussed with the learner and implemented where appropriate without compromising assessment validity. Where an adjustment is not appropriate or possible, the reasons will be explained to the learner as soon as reasonably practicable.

Physical Requirements for Training

Training may include learning and practical activities designed to reflect the tasks undertaken when leading an initial WHS incident response and workplace investigation.

Learners may be required to participate in activities such as:

  • Sitting at a desk or workstation for extended periods while participating in classroom learning, discussions or completing investigation records
  • Using a computer or digital device to access learning materials, review evidence, participate in online sessions and complete assessment tasks
  • Moving around a workplace or realistic simulated environment to inspect an incident site, plant, equipment, hazards, controls or other evidence where required
  • Participating in consultation, witness-interview, incident response and investigation scenarios
  • Communicating investigation findings, recommendations and WHS information verbally and in writing

No specific physical entry requirement is prescribed by BSBWHS515; however, learners must be able to participate safely in the workplace or simulated practical activities required by the unit and its assessment conditions.

Learners who have an injury, medical condition or disability that may affect their participation are encouraged to discuss their individual circumstances with our team prior to enrolment. Where appropriate, reasonable adjustments or alternative arrangements may be considered, provided the integrity of the training and assessment requirements can be maintained.

At Core, our priority is to maintain a safe, inclusive and supportive learning environment where learners can develop practical incident investigation capability and confidence.

Learner Support Services

Support and wellbeing needs may be identified during enquiry, the pre-training review, induction, trainer contact or at any time during the course. Learners are encouraged to raise support needs as early as possible.

To support learner participation and progress, we provide access to learner support services and referral pathways, which may include:

  • Academic support from trainers and assessors
  • Language, literacy and numeracy support or referral

Assessment and Trainer Support

Assessment for BSBWHS515 may include knowledge questions, investigation planning records, evidence and timeline activities, workplace documents, case studies, practical demonstrations, observations, an incident investigation report and presentation or communication of findings.

To be deemed competent, learners must lead the initial response to one WHS incident in accordance with legislative and organisational requirements and prepare, record and communicate an incident investigation report that addresses immediate and underlying causes and recommends practical prevention measures.

Assessment must also demonstrate that the learner systematically develops and documents an investigation plan, collects and uses relevant information and data, establishes key events, conditions or circumstances that contributed to the incident, and identifies required response actions and recommendations for changes to WHS arrangements.

Learners are supported throughout their training by qualified and industry-experienced trainers and assessors who provide guidance, feedback and assistance with learning and assessment activities. Trainers are available to clarify course content, explain assessment processes and support learners who require additional assistance.

  • All assessment conducted by Core Training Group is designed and implemented in accordance with the Principles of Assessment and Rules of Evidence under the Registration Standards 2025 and the requirements of BSBWHS515.

Assessment practices aim to ensure that outcomes are:

  • Fair, flexible, valid and reliable, with assessment appropriate to the learner, context and training product and with practical application assessed where required.
  • Valid, sufficient, authentic and current, enabling the assessor to make a justified individual judgement of competency.
  • Transparent, with learners informed in advance of assessment requirements, processes and expectations.
  • Clear and consistent, with assessment tasks containing explicit instructions and reviewed regularly to maintain relevance and quality.
  • Inclusive and culturally appropriate, ensuring assessment methods are appropriate and free from bias.
  • Supportive of reasonable adjustment and reassessment where appropriate, while maintaining the required standard of competency.

To be deemed competent, learners must:

  • Demonstrate all required elements, performance criteria, performance evidence, knowledge evidence, foundation skills and assessment conditions for BSBWHS515.
  • Achieve satisfactory performance across all required assessment tasks in accordance with the training package requirements.

Assessment authenticity:

To maintain the integrity of nationally recognised training, learners must ensure that all assessment evidence submitted represents their own work and demonstrates their own knowledge and skills.

Where required, the RTO may implement additional evidence verification methods, which may include:

  • Verbal questioning,
  • Practical demonstration,
  • Review of workplace evidence, or
  • Additional assessment or verification activities, including live video validation where appropriate.

These processes help confirm that assessment evidence is authentic, valid and meets the competency requirements of BSBWHS515.

The RTO also uses LMS activity records, trainer contact, verbal validation and other appropriate controls to monitor learner participation, progression and assessment authenticity. LMS activity alone is not used as evidence of competency.

Further information regarding academic integrity, assessment requirements and learner responsibilities is outlined in the Student Handbook, relevant policies and the aXcelerate LMS.

Recognition of Prior Learning – RPL

Core Training Group offers learners the opportunity to seek Recognition of Prior Learning (RPL) where they can demonstrate existing skills, knowledge and experience against the requirements of BSBWHS515.

Learners with substantial recent experience leading workplace incident responses and WHS investigations may discuss an RPL pathway with Core Training Group before enrolment. RPL still requires sufficient, valid, authentic and current evidence against all requirements of the unit.

Our Recognition of Prior Learning (RPL) process allows existing competency to be assessed against the nationally recognised requirements of BSBWHS515.

Learners who believe they already have the required skills and knowledge may apply for RPL prior to enrolment or during the course, subject to the requirements of the training product.

During the RPL process, learners work with a qualified assessor to gather and present evidence demonstrating their competency. This may include investigation plans, evidence registers, interview records, timelines, incident reports, recommendations and records showing implementation or review of corrective actions.

Core Training Group provides RPL information and documentation explaining the process and the types of evidence that may be required.

Evidence used during RPL assessment may include, but is not limited to:

  • Self-assessment tools or competency discussions
  • Written knowledge questions or assessment activities
  • Observation or demonstration of practical investigation skills
  • Third-party reports or supervisor testimonials
  • Workplace incident investigation documents and work samples
  • Certified copies of previous qualifications or statements of attainment
  • Resumes or job descriptions outlining relevant incident response or WHS experience

A qualified assessor will review the evidence and make an individual assessment judgement in accordance with the RTO assessment system, Principles of Assessment and Rules of Evidence. RPL decisions are documented and communicated to the learner.

Where gaps in evidence are identified, learners may be required to complete additional training or assessment activities to demonstrate competency. Any associated fees or training requirements will be discussed with the learner before proceeding.

Further information about the RPL process is available in the Student Handbook and RPL policies on our website and, after enrolment, through the aXcelerate LMS.

Credit Transfer

Credit Transfer recognises prior successful completion of an equivalent nationally recognised training product.

Learners may apply for Credit Transfer by providing AQF certification documentation, such as a Statement of Attainment or an authenticated VET transcript that confirms the equivalent unit.

Where equivalence is confirmed and no licensing or regulatory restriction prevents credit, the credit will be recorded without requiring the learner to repeat training or assessment for that equivalent unit.
